The ability to import renewal upgrades and downgrades

Currently you can only import historical membership transactions as renewal (same level), upgrade (during cycle), or downgrade (during cycle). There should be a way to specify it's a renewal - upgrade or renewal - downgrade, as is achieved when renewing memberships manually.

      10 years later and this still hasn't been implemented as an option.
