Ability to Globally Display Inactive Proposals

The Display Inactive Proposals is a not a system a option to set for staff. They are only interested in seeing their Active Proposals, and they have to click the check box each time they navigate to the Proposal Screen.

    Yes!   PLEASE....seems ridiculous that this has not already been done.

    This sounds like a bug. The status of the checkbox should be remembered by the system.
