Unskip a skipped transaction

When a transaction on a recurring gift is skipped, there is no way to roll back that skipped transaction, meaning that any extra gifts applied to the recurring gift roll forward the wrong date.

    Very much this. I don't know what method RE uses to decide to skip a transaction but I'd really prefer it to not do this automatically.
