When creating Quick Letters for Participants the output query is a Constituent query, which means the output query only contains full constituents, not all of the Participants that are actually in the mailing. The output query needs to correctly correspond to the type of source selected for the mailing (Constituenst, Relationships, Hon/Mem, or Participants).
