Improve the look of mailings by having the option to rearrange the order that barcodes appear in Envelopes within the Mail Module.

Rearrange the order that barcodes appear in Envelopes within the Mail Module. Currently, the barcode can only be positioned above the Addressee. Our mailings would look better if the barcode was below the address.
