If a user doesn't have rights to edit a constituent's solicit codes, they are not able to see all the codes when they are on the Bio/Org 1 tab. They can only see what appears in that small window, so if there are a few codes, or they are long, users can't see them all.

It would be great if they were able to see all the codes, without having rights to change them.
