Allow multiple users to access the Duplicate

Allow multiple users to access the Duplicate Constituent Utility Tool at the same time.

especially after a recent conversion, we have a LOT of duplicate records. It would be helpful if more than one single user could access the de-dupe tool so we could process these records more efficiently.
