Remove access to PLUG-IN module thru security measures. Merged

We would like to have the ability to limit access to the Plug-In modules (Both RE & FE) thru system security.

    I guess I never realized that you couldn't limit access to plug-ins. In the meantime, I would make sure that the security limits what users can do so that even if they attempt to do something they shouldn't with a plug-in they shouldn't get past the user rights.

    That is assuming that if a person does not have access to delete phone numbers, that logic still applies when they try to use the delete duplicate phones plugin.
